Quick answer
Copilot Studio costs depend on the agent, users, channel, features, and billing arrangement. Check applicable Microsoft 365 Copilot entitlements and Copilot Credit options, estimate activity by meter, and monitor actual consumption against capacity and budget.

Day 89 of 365 Days of Copilot Studio covers licensing, Copilot Credits, and cost planning. Before deploying an agent, identify who will use it, where it will run, what capabilities it needs, and how its activity will be billed.
Following Day 88: Compliance and Data Privacy, this lesson uses the PDF’s planning framework and links to Microsoft’s current guidance. Licensing terms, rates, and available offers can change; verify the terms that apply to your organization before purchasing.
Start with the deployment scenario
Record the intended users and their licenses, the agent’s features and actions, expected traffic, and the channels where it will be available. An employee agent used in Microsoft 365 and a customer-facing website agent may have different entitlements and billing requirements. Do not assume that every internal interaction is included or that a channel alone determines the charge.
Understand the licensing options
A qualifying Microsoft 365 Copilot license can include certain agent usage in supported experiences. Eligibility depends on the user, agent, features, and applicable billing rules. Review the Microsoft licensing documentation and billing-rate table for the exact scenario.
For usage requiring Copilot Credits, Microsoft describes options including prepaid credit capacity, a pre-purchase plan, and pay-as-you-go. Offers, allocation, and contract terms differ. Confirm current availability and requirements with your licensing administrator or Microsoft representative.
How Copilot Credits work
Copilot Credits are a consumption unit across supported capabilities. Different activities and features can have different rates, and qualifying entitlements may affect whether usage consumes credits. A user request can lead to multiple billable activities; do not treat a conversation or response as a fixed number of credits without checking the applicable meter.
Review the current rate table for the features your agent actually uses, including relevant answers, actions, and other capabilities. Connected services may have their own charges, so include them in the wider cost review.
Compare prepaid capacity and pay-as-you-go
Prepaid options provide capacity under the applicable subscription or agreement. Review the pack or commitment terms, allocation, expiration, and what happens when available capacity is exhausted. Plan for peaks as well as typical demand.
Pay-as-you-go uses a configured Azure billing arrangement to charge for eligible metered consumption. Confirm prerequisites, billing ownership, environment configuration, and budget monitoring before deployment. See Microsoft’s credit purchasing and management guidance.
Estimate demand before launch
The PDF illustrates 100 users, 200 interactions per user per month, and an assumed average of 1.5 credits per interaction: 100 × 200 × 1.5 = 30,000 credits. Its example cost of $750 assumes an illustrative effective rate of $0.025 per credit. These are planning assumptions, not a current Microsoft quote or a claim that every interaction consumes 1.5 credits.
For a useful forecast, estimate each billable activity separately: expected monthly activity × applicable credits per activity. Add the results, account for qualifying included usage and relevant connected-service charges, and apply your actual billing terms. Model low, expected, and peak demand. Use Microsoft’s estimator and pilot measurements to refine the assumptions.
Monitor and optimize
Assign an owner to review consumption and capacity reports, investigate unexpected growth, and compare actual activity with the forecast. For pay-as-you-go, also review Azure billing and configure appropriate budget alerts. Microsoft’s capacity management guidance describes available reporting.
Improve agent instructions, knowledge, and tool design to avoid redundant calls and unnecessary processing while maintaining answer quality and security. Revisit capacity and billing choices as usage and agent behavior change.
Licensing readiness checklist
- Agent purpose, audience, capabilities, and channels are documented.
- User and tenant entitlements are verified for each scenario.
- Billable activities and current credit rates are identified.
- Monthly and peak usage are estimated and assumptions recorded.
- Prepaid or pay-as-you-go terms and capacity are reviewed.
- Billing ownership, reporting, and budget monitoring are configured.
- Pricing and connected-service costs are validated before purchase.
After launch, compare estimates with measured consumption and revise the plan when the agent or its audience changes.

Frequently asked questions
Is every agent interaction included with Microsoft 365 Copilot?
No. Inclusion depends on the licensed user, agent, channel, feature, and applicable billing rules. Check the current Microsoft documentation for your scenario.
Do all agent activities consume the same number of credits?
No. Credit rates vary by feature and activity, and some usage may be included under qualifying entitlements. Consult the current billing-rate table.
How does pay-as-you-go work?
Eligible consumption is metered through a configured Azure billing arrangement. Check the current setup requirements and review both usage and billing reports.
Is the PDF’s example a Microsoft price quote?
No. Its traffic, average credits, and cost are illustrative assumptions. Actual cost depends on applicable meters, entitlements, contracts, and usage.
